Question on the reward points

I know we need 100 points to move a players ranking up a notch, and that we cannot move it up past a B. But do we give our points to a player(s) before TC or after? For example, Mayo is a B- in inside scoring. Would I be able to bump him to a B (assuming I have the points), and then have TC most likely bump it higher?

No TC is 1st then you can do the post points upgrading afterwards from what I was told and read.
