The too many connections error is designed to stop access to a server when the load is too high, to protect the server and the integrity of the data held within.
This "load" is based on a server wide state, not just that of your forum, so if you get the message, but you are the only one on line on your forum, it means the rest of the server is busy, not just yours.
The reason you are seeing far more of these messages than normal is because of the V4 upgrade. With peoples boards having been offline for over a day for the upgrade, there is excess traffic to each server to catch up on lost time. This obviously creates extra load than normal
Another factor is the exploration of new features, on a normal day an admin may have just signed in, read new posts, and left. Now they are also coming on line, playing with new features, and doing posts.
Once the excitement has died down, and activity has returned to normal, the frequency of these errors will also return to normal
This is only a temporary problem
