As of now the matchups would be something like this:
East.
- Detroit [1] vs Toronto [8] - Miami [2] vs Philadelphia [7] - New Orleans [3] vs New York [6] - Chicago [4] vs New Jersey [5]
West.
- Houston [1] vs Los Angeles L. [8] - Los Angeles C. [2] vs Portland [7] - Memphis [3] vs Golden State [6] - Phoenix [4] vs Minnesota [5]
Keep in mind that as the season goes on the Chicago Bulls and New York Knicks are likely to improve majorly in the East.
Out West Minnesota will likely improve as well as Golden State especially if the Warriors can make a few trades which is likely with all of they nice young players they have there.
Teams not in the playoffs who have a good chance at getting there are Indiana and Atlanta. Indiana is loaded with Ford, Ginobli, Butler, Gasol, and Eddy Curry. If Indiana can improve there bench they will defentily be in the playoffs. Atlanta just needs to upgrade at Forward. They have Shaq and Ben Gordon so thats a good foundation right there. Thats in the East.
Going to the Western Confrence I think that the Dallas Mavreicks can defentily make a big push for a playoff position. They just need to balance out the roster some. Trade a couple of there swingmen for a good 4 would really help them out. And I think that Sacramento can very well improve greatly. The Kings have been very active trying to improve there team and will likely find the right group of players to get into the playoffs.
This is just an early look so expect many changes.
